Baby RES Turtle Help?

I got a baby RES a week ago. He/she will not eat. Tried feeding it mini krill, baby shrimp, baby aquatic turtle pellets, ham and it hasn't wanted to eat anything, The turtle is about the size of a quarter so he has a 10 gallon tank just for now. I got him the turtle cliff filter that they can sit on its a platform for him I have a reptile heat lamp over it and he will not use it. Tried setting him up there and he just runs and dives off it. He has a log hidin that he won't stay Away from and a few round river rocks ton give the water different depths. I've done tons of research to give the turtle the best habitat I can but I just wish he would eat or bask. When I got him I did it because he was in a little shack n Myrtle beach in a tiny plastic container so I thought I was helping him....
