What type of insulation should I use between drywall and concrete?

I am renovating a basement studio apartment that has concrete walls and a mold problem, the condensation is coming in through the concrete. My maintenance employee recommends attaching studs to the concrete then adding insulation (fibergl) then drywall it, is this the best option? Thanks.
